Inside current trunk, there is no 'Tools | Create JUnit test' inside java file's
pop-up menu inside Explorer. Ctrl-Shift-U keybinding does'n work too.

Steps to reproduce:
-------------------
1) Invoke pop-up menu of a java file inside Project's tab
2) Choose 'Tools' submenu

This is caused by missing JUnit test generator - see issue #89820.
