If the machine supports multi-monitor and you start off with the secondary 
monitor disabled, then start up Netbeans, after the application is up, extend 
the desktop to the second monitor. Drag Netbeans to the second monitor, menu 
drop downs and pop ups still display in the primary window. To fix the issue, 
shutdown Netbeans and restart it.

It's JDK bug 6486066, not Netbeans related. Any java app will have this kind of
error. Anyway thanks for the report.
