The inability to do this is a MAJOR I18N stopper.

Fixes for 87296 and 87317. The registry structure changed to incorporate
localized values for display name and description. The code that loads and saves
the registry has been changed as well.

I don't think the description of components is yet from localized files - if
this issue is related to that, where in the logic,1.jar are the descriptions of
the components since not in the bundle files ?
