Steps to reproduce:
- start IDE
- do not start AS or stop it
- open Window/Debugging/BPEL/BPEL Variables window
Result: The first column in the window does not have a title. A context menu
ListOptions/Sort is also broken (no Name item).

The same behavior is observed on other BPEL debugging windows.

The same behaivor is observed in all the standard debugger windows which are
Session-dependant (e.g. Local Variables, Call Stack etc).
So, renaming the issue to "First column of debugger views doesn't have a label
when there's no debug session" and reassigning to Debugger Core.
Also, for me it looks more like a P5 issue rather than P3..

Reproduced. Since the content of these windows is session-dependent, the column
is likely not defined when there is no session. The rest of the columns are O.K.
so it's likely some small omission somewhere.

This is fixed in NB 6.8.
