A separate update center is needed for c/c++ pack, since the updates will be
relevant only for nb55 users who have installed c/c++ pack.

Pl. refer to http://www.netbeans.org/source/browse/enterprise/update/ which is
the submodule that implements the update center for enterprise pack.

The following update centers for c/c++ pack for nb55 have been created
(currently empty catalogs):

    http://www.netbeans.org/updates/cpp_pack/cpp_pack55/en/catalog.xml
    http://testwww.netbeans.org/updates/cpp_pack/cpp_pack55/en/catalog.xml

What remains is testing:

- In a "test" codeline increment the spec-numbers for all or selected modules in
a local workspace (to a value that is guaranteed to be higher than any dev
build) and prepares the nbms.
- Stage the "updated" nbms at the test center.
- Verify that the nbms can be downloaded and installed successfully.
- Remove the staged nbms from the staging center after testing.

Added the 'update' submodule to implement the update centers and also added the
submodule to suite's project.propeties file so that it is included in the build.
