Moving the mouse over an error annotation normally displays a tooltip with the
error text, but on current Retouche source no tooltip is displayed.

Strange. I've tried to reproduce it but I have the tooltips when hovering over
annotation or error stripe. 

Feel free to reopen if this happens again. Please provide more specific info
e.g. project, platform, concrete annotation. etc.
