org-netbeans-modules-enterprise-update.jar might be installed in any of the
entpack modules subdirs, ie soa1/modules, xmltools1/modules, etc - Kirill knows
the details.  Filing at p1 at his suggestion.

But the localized one needs to be installed in the same subdir as the en one,
and that is not happening now.

localized will be named as en ones but with _ja.jar or _zh_CN.jar suffix.
and needs to live in the locale subdir of where the en one lives
ie soa1/modules/locale, xmltools1/modules/locale.
