http://xdesign-tools.czech.sun.com/usability/jse/jse9-coke-endToEnd/report.html#XSD_Order

All the lists in XSD Editor should be ordered alphabetically with the exception
of sequence contents. This will allow the user to use the order to speed up
searching / navigation.

Also users should not be allowed to change the order of objects where it does
not make sense (in ordered lists).
