The "Change order" dialog for the filesystems does not come up when
invoking from the explorer. To reproduce do the following:

Switch to the Filesystems tab in the explorer.
Right click on the root node
Select "Customize" (the customizer dialog appears)
Right click on the root node ("Filesystem settings")
Select "Change order" --> nothing happens.

When the "Change order" is selected while in the project options window
the expected dialog appears.

This happens with Dev Build 66 and 3.1 003

It seems to be fixed with 3.2 build 5
