Currently the Help | Submit Feedback link points to http://www.netbeans.org/
which is redundant with Home on the Web and not so useful. For both the trunk
and for the 3.1 branch, suggest changing it to:

	http://www.netbeans.org/bugs.html

or maybe:

	http://www.netbeans.org/contact.html

which has more options.
