Steps to reproduce:
- Create Synchronous sample project.
- Add 'If' activity to process.
- Add 2 'ElseIf' sections to 'If' activity with Empty elements.
- Go to source of bpel and remove name attribute of 'If' activity.
- Change the order of these 'ElseIf' sections by drag-n-drop on diagram.
- Notice that there is some name oa If activity appears.

Alexey, if this bug is related to "dirty hack" we do not need to fix. We need to
file bug for root cause of problem in either OM or XAM. And then make this bug
depend on new bug.

Yes. This is echo of dirty hack.

Dirty hack which was a cause of this bug, is not integrated in release55 branch.
This issue should be retested.
