Confirmed. It is sufficient to delete jButton1. The jButton2 jumps below the text area then.
This issue seems to be caused by a strange position of both buttons. Note that the test-case works if you move the button1 up slightly (as the first step). The described position of buttons doesn't have much sense => lowering priority.
This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX.
