While dragging the mouse down the main Tools menu I am presented
an exception dialog with a 'java.lang.NullPointerException: null pData'
exception. See the log for the stack trace. The state of the ide is
such that I see this exception every time I try to do this.

Some sort of bug in Windows version of JDK AWT-handling code. Have seen it
before some time ago, but I have no idea if there is a workaround or what in
fact causes it.

The bug is in the BugDatabase on Java developer connection:

and now is fixed. It only appeared in the release candidate of jdk.
