If 'expand tabs to spaces' is off, some automatically-generated code will
still use spaces instead of tabs.

Build number please, and details to reproduce (what automatically-generated
code?).

It is the expected behaviour. When Expand Tabs To Spaces is true, every Tab met
in the document
during formatting is expanded to a sequence of spaces.
It doesn't mean that spaces are collapsed to tabs when False.
If you need this functionality, file a RFE or reopen this bug as an enhancement.
