Discovered in: CE/IE Build #1136 on Windows 2000, RedHat Linux 6.2, Solaris 5.8

Description:
============
If there are some directories that are empty in the repository their status
remain [Local] after "Refresh Recursively" is finished although correct status
should be nothing. This happens during mounting new CVS filesystem.
Simple "Refresh" command invoked on the parent of such a directory solves this
problem.

Steps to reproduce:
===================
1. Mount existing CVS filesystem or create brand new one.
2. Underneath create new package e.g. "test" and "CVS/Add" it into the
   repository.
3. Now unmount this filesystem and mount it again.
4. You will be prompted whether "Refresh contents of CVS recursively ?". Answer
   "Yes" and you will see that "test" folder still has status [Local].

Refresh recursively cause that bug after checkout, therefore this is duplicate
of #7954
