All nb based products have the javahelp .hs file named ending in .hs

But the xmltools1/modules/docs/org-netbeans-modules-xml-wsdlui.jar
has it named as .hs.xml

this will work, but for consistency and to keep it clearer for
eventual l10n and also for scripts that build localized jars,
please change the filename and other code so that it
ends in just .hs

I replaced the initial wsdlui.hs.xml file and committed the wsdlui.hs file on
July 25

No need for Annette to do this.
In the last build, this file has the .hs extension
