it's a usability issue,
- create diagram
- invoke Associate With from diarams area
Associate dialog is opened
- press F1
common ide help is opened,
'Associate Dialog Box' should be opened on F1

this is a usability issue, but not critical, should be a p3, uml should
fine-tune  or implement relevant help context.
