The screen displayed by updater.jar when it is updating something between
restarts of the IDE should not have a border on it, at least when on an OS that
supports borderless windows. Please copy implementation from
org.netbeans.core.Splash for this purpose.

Verified. Moreover it is possible to modify the splash border now - see #21624.
