Steps to reproduce:
 - create a bpel process, open it in designer
 - add If activity to the process
 - drag an activity to the 'else' section of the activity
 - start dragging another activity to the else section. 
 - Placeholders will appear for the implicit Sequence generation
 - drag the activity to one of the placeholders. 
Activity will not appear in 'else' section, sequence will not be generated
