Add a contextual menu action on Java project (at the top level, not in the Tools
submenu) to Reverse Engineer it creating a UML project.

Action items:
1) Where should the action be placed? There should be some guidelines for that.
For now, the plan is to place it just below the Generate Javadoc action for Java
projects.

2) How does this placement affect other types of projects, like Module Projects
which doesn't have a Generate Javadoc action? Can it simply just be the last
action of the first group of actions?

The initial work is checked in. Some UI review needs to be done.

This is part of 84855 effort.
It has been integrated into release55 branch already.

The 'Reverse Engineer...' contextual  menu item is added on Java project
