For the files

org/netbeans/libs/javacapi/javac-library.xml

and

org/netbeans/jackpot/jackpot-library.xml

the nbinst URL protocol should specify the CNB of the module owning the file in
the host field, e.g. in place of

jar:nbinst:///modules/org-netbeans-jackpot.jar!/

use

jar:nbinst://org.netbeans.jackpot/modules/org-netbeans-jackpot.jar!/

The old Jackpot module is no longer maintained. There is a rewrite in progress at: http://bitbucket.org/jlahoda/jackpot30/wiki/Home
