Description:

certain bundle files have no or little to localize, like
uml/src/com/embarcadero/uml/core/metamodel/core/foundation/Bundle.properties

or they have mostly the special syntax of the above file with a few msgs.

Can either these be excluded from l10n.list or just renaming them
to some other file name (while putting the real msgs in bundle file)

Is there really a reason they need to be called Bundle.properties ?
