Description:
NB has decided the approved way of assigning mnemonics is the '&' approach.
Some mnemonics in some of the orch jars do not use this approach but use
 the 2 key approach.

See various mnemonic bundle entries in orch modules
like in
org-netbeans-modules-soa-orch-project
org-netbeans-modules-soa-orch-samples
maybe others, that
use the 2 key approach

there are many mnemonics in orch modules that do use the '&'

also, as per recent l10n requirements, please group all mnemonics
together in a bundle file and note for which window(s)/dialog(s) they
are for.

removed unused mnemonic keys in samples module. Mnemonics already use the '&'
approach.

soa-orch-project is an old module which is no longer present.

Doing a quick search I see that there are other modules in bpel suite (debugger,
editors, core, project etc.,) which use the 2 key approach. Each module needs to
be cleaned up.

This is an old issue that is not verified for long time and nobody reopened it, so I'm closing it.
