Description:
WinXp
Bpel project - property editor window
has messages not from locale.
(messages that come without mbyte prefix or suffix are the ones that come not
from localized bundle files, these are of course not full-locaized messages, but
pseudo-localized by adding pref and suffix for the purprose of i18n testing)

Steps: open bundled travel reservation service, 
bring up the Window- Properties pane, 
messages come up not localized (see gif in attachment)

It seems now everything should be Ok. 
The issue require repeated verification
