When the tips of day are translated to language with more then one charsets (e.g. japanese language has EUC-JP for Solaris and SJIS for WinXX), there have to be specified encoding of the document (tips are HTML files), but components of the Welcome Window don't understand HTML charset meta tag -- these files must be translated in more then one copy (e.g. one for EUC-JP and one for SJIS).
update: if you create two different files e.g. tip_ja.html (UNIX) and tip_ja_JP.html (windows) and update then in the developer.jar file and restart forte, you receive on UNIX file tip_ja_JP.html instead tip_ja.html, so if the tips of the day will be translated, you cannot see them on both OS (UNIX & win)
