Projects,libraries and jars that don't have J2EE/Java EE "stuff" in them should
be placed in the lib directory.  This makes the manifests easier to manage and
may increase the deployment speed of ears that do not have an application.xml
file...

J2EE team support ends, thus returning the issue back.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
