When the IDE detects that there's something available on the update 
center, a green, refresh type of icon showsn on the IDE's status 
bar at the bottom.

It would be greatly helpful, if the icon has a a tooltip like 'New 
Updates available on the Update center, click to download/install'

Similarly a tooltip for the red x icon when cannot connect to the update center
should be provided.

I believe the icon on the status bar indicating available updates has a tooltip now.
