Implement a new Welcome Screen page according to this ui specification:

the new welcome screen is in contrib/StartPage. it's a stand-alone netbeans
module that replaces the old Welcome screen.
the current status is that it is almost finished, the only outstanding issues
are minor graphics improvements and web link and blogs setup.

the code is now integrated both in trunk and release55 branch
