on the options section of toolbar names, the word Collaboration is either not
in bundle file or if the one for this is, its not coming from the localized
one. (there are various keys in the collab bundles who have the value
Collaboration but do not know if one of those is meant for the toolbar name.

Collaboration will be localized for nb 5.0 update center - this is part of
decision to localize all stable uc modules and some beta ones; so can you
check the collab for i18n areas like messages from bundles, encoding handling,
display of multibyte, resize, use of mnemonics as per nb i18n guidelines, etc -
especially for things that are new or have changed since collab was in closed
src for buzz jse.

let me know if you need more info on i18n and l10n readiness requirements.

The particular problem with toolbar is fixed (so far only in trunk):
collab/ui/src/org/netbeans/modules/collab/ui/resources/Bundle.properties,v1.4
collab/ui/src/org/netbeans/modules/collab/ui/resources/layer.xml,v1.7

I have no resources though to perform deep I18N check myself though.
