The stop button don't appear active until app server startup is complete.
Developing any J2EE app, maybe the IDE user want to interrupt the app's startup
process .... forgeted any configuration, maybe I don't want to wait for large
app server startup process.

The Stop button intention is to do a regular stopping of a running server.

There should be the Terminate action providing the requested feature, see the
issue 71398.
