Action and J2SE lib wizard will create new layer.xml file when no layer.xml file
is present in project. For UI consistency  also create layer.xml for
TopComponent Wizard.

Not a high priority for external module developers, I guess (since currently all
modules are created with layers).

pzajac, I've tried to reproduce by creating a new module and removing it's layer
file and the layer file manifest entry.
then restarted IDE, created a topcomponent. the layer file was created for me,
no errors..
