When editing .xml or .jsp files they are automatically copied into the build
directory when the file is saved inside a Web application. When editing a
properties file (e.g. in WEB-INF/classes from the source tree) this file is not
copied automatically. To apply the changes a build of the project is required. 

It would be nice if those files could also be treated the same way as the .xml
and .jsp files

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
