When we are in a jsp or html page properties window should show all properties of a tag and let user to change them.
for example if cursorr is under <bean:message > then properties window show all attribute of bean:message tag andlet user to change them.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
