NetBeans currently doesn't allow you to cut and paste a file named
package-info.java to another package using the Exporer/Files window.  As of Java
5, a package-info.java file is the prefered way to provide javadoc documentation
for a package.

Bugs 60949 and 61436 seem similar to this one.

Another problem is that you cannot rename the parent folder containing the
package-info.java file.

I can cut/paste - move package-info without problems. Please try to reproduce
this issue in latest dev build. Thanks.
