The user installs modules that need restart of IDE. It would be nice if user
knows at the beginning of installation process that restart is needed. Then s/he
can decide whether install such modules or not.

It works now for most cases.

What is working now for most cases? I think it is misunderstanding. This report is about missing information that the
restart will be required - this information is appreciated before a plugin is going to be downloaded so that the user
can decide canceling of her/his attempt. Reopening.
