The Window wizard should be enhanced in order to allow TCs to be created with GroupLayout as its default layout and to create it without a form (TCs that use an ExplorerManager/BeanTreeView, for example).

Please stick to one enhancement or bug per issue report. Otherwise it becomes
impossible to accurately track things. I am changing this to deal solely with
the RFE to permit formless TC templates. Re. using Matisse as default LM for TCs
- we intentionally did not do this for 5.0; see my response on the list.

Likely unnecessary; you can always delete form metadata if you did not want this.
