the Versioning window is "handy" to see when using CVS.

Openning a project in a CVS controlled file hierarchy activates versioning,
without telling the user. Users don't know that their actions are being
interpreted by the CVS/version control system; delete becomes remove, etc.

There are also actions that are only available from the versioning window.

It may be USEFUL to expose the versioning explorer when users opena project that
is in a version control system.  The versioning tab probably doesn't need to be
brought to the front of the explorers.
