It would be nice to see a support for many frameworks, but it isn't possible to
include them all (or at least some of them), since their total size will be
pretty huge.

I suggest creating 'Templates' for these libraries.
Template will be inactive until user doesn't specify a location for library.

When user configures a library, it becomes available to projects.

It would be nice to select a library to appear in Web Frameworks list + add a
configuration file.

Note: There's capability to create new library - you can use it as workaround.

To zikmund: of course I use libraries as a workaround:) If not this way then how
at all?

OK. My suggestions:
Create boilerplate Libraries in Library Manager by default, but add an
'enabled/disabled' flag to them. I'm not using Struts and JSF, so I will disable
them in Library Manager so they will not disturb me when I add some library to
my project. More, library may not be enabled unless it doesn't have all the
files listed in 'classpath' installed. So, we may include 'Spring' library in
NetBeanS distribution without having to include all the files that this library
includes.
We just define a path where it needs to be unpacked (i.e.
${netbeans_home}/libs/spring-framework), so if I unpack tarball from
http://spring-framework.org to this directory, I will have an opportunity to
enable this framework as a library in just one click.

P.S.:
NetBeans is the best. Sure.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
