There is global menu item in GUI registration panel of Action wizard. The Menu
combobox has different order then main menu . 


Build, CVS,Edit,File ...

is not 

File, Edit, View, Goto...

Fixed.

Checking in ui/wizard/action/GUIRegistrationPanel.java; 1.8 --> 1.9
