The browse button for the local file name is missing

   Browse button does not make sense there, because you're specifying only name
for downloaded wsdl (and it's filled by IDE), not its location. Location is set
to WEB-INF/wsdl by default and should not be changed.
   If you want to create client from local wsdl file use the second option in
the wizard ("Existing WSDL File").
