there are several annotation improvements in ui spec:

-The order of importance
-The switcher menu for error

- parser error annotation underlining should not disappear after annotation
cycling as mentioned in issue #67725

parser error annotation underlining does not disappear.
Rest of this issue is rather task.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
