It seems that whenever I open the properties dialog on a module project,
Bundle.properties is touched (timestamp change) even when there is no content
change. This is annoying if you are using CVS since it shows up as locally
modified until you refresh against the server.

Yes, still the case. Hopefully for 5.0.

Should be fixed as part of issue 67249.

The Bundle.properties is touched when  no change was made in project customizer.
I'll write test for it.

Please then fix the test
SingleModulePropertiesTest.testThatFilesAreNotTouched_67249() which tests this
and currently passing. Thanks.
