RANDOM:

When i perform in projects view CTRL-X - CTRL-V operations on some java file
(moving it to different package, or to different package of different project),
refactoring is NOT sometimes launched. I tried this case several times with the
same files and the same projects, and refactoring is sometimes launeched,
sometimes not...

Refactoring is performed, if and only if both source and target package are on
known classpath. I'm sorry I cannot reproduce it.

Well, this appeared randomly to me, but on a sample project(so no problem with
adding packages on classpath) and only with non-empty userdir..mostly I'm not
able to reproduce it too:(

Yes it seems so...btw I was not able to reproduce with new build...verified as dupl
