Allow the user turn off or change the delay of parsing and error highlighting in
the JSP editor. Currently there is no way to it as it is for Java editor. This
causes some performace penalty on slower computers.

(And i find the constant wavy underline of the lines I'm editing quite disturbing.)

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
