NB 4.1 (200505031930) - instrumented
JDK 1.5.0_03

It is possible to add internationlized string without key. In that case the
bundle file contains entry: =some_value  (the key is empty)

steps:
1) open insert internationalized string dialog
2) select bundle file or create new
3) select replace string
4) enter some string as key
5) enter value
6) delete key
7) press OK
