VCS's Module Selector dialog shows "Please wait: modules are loading" without
any progress indication. The new progress indication component provided by the
Progress UI/API should be used.

Discussed w/ Tonda, downgrading to P4 as this component will not be a part of
standard distribution in NB 4.2
