Steps:
1) Right click on method node from the Projects window
2) Open parameters dialog

The buttons are disabled all the time.

It is the same for constructor property.

The properties are read-only by design. I agree that it is confusing that the
buttons are still there however. Honzo, please look at it. Could the buttons be
removed?
