NB 4.1 supports deployment of J2EE module that have been developed in NB 4.1...
 It should be possible to use NB 4.1 to deploy module archives that have been
developed outside NetBeans.

Possible implementation strategies:  a data loader?  A special project type that
uses the data from a jar file instead of files in the src/java and src/conf
directories

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
