While trying to reproduce and study issue #55423, I found that when creating a
new freeform project and specifying output JARs, no <export> element was created
in project.xml! This seems to be a regression, but I don't know from when.

Never mind; turns out <export> will only be generated in case 'build' is mapped,
which is reasonable.
