At any given context, one should be able to create a Java Package or a Folder
but never both -- otherwise it is confusing. For example, in a web project,
you'd be able to create a new folder within the Web Pages section but a new Java
Package within the Source Packages section.

Ok, I tend to agree it package/folder should be context sensitive. However, I
don't consider this a P3 bug.

New File dialog does not allow to create a new Java package outside of the source folder.
